Green is considered safe to disable without turning off something core to the system, yellow you might be disabling some function you don't want to and red is probably better left alone unless you really know what you're doing, as they can impact the system.

You get to choose what you want to do, you won't automatically break anything by just opening it it. Opened Settings, Troubleshoot, Additional troubleshooters, Windows Update, Run the troubleshooter and as usual that ever fixes anything.Open Task Manager, Services Tab, scroll down to wuauserv "Windows Update", right click and press start.
I just get an error "Cannot edit Start: Error writing the value's new contents".
